NHS dentistry has always been set up by a service which has been based primarily on the quantity of treatment procedures, and secondary quality. The trust of any government to the profession to deliver prevention in an economic framework has never been there. The "targets" failing in the Health service, in general, are often short term and strangled by bureaucracy. Poor performance is often due to the system. Frameworks put in place to prevent poor performance often fail, while retraining, when required, would help stop driving excellent healthcare workers in all fields from leaving the NHS, and their profession. Less form filling will help improve the quantity of delivery in any field, with a lighter touch to protect the public.
