October 21, 2019 Ban and Restricted Announcement for Magic the Gathering

Not one but TWO cards were banned today in a surprise double whammy that actually surprised nobody and isn't really a double whammy at all. Hurray for WOTC dropping the ball again and only half solving the problem.
