English can be informal as much as it can be formal and polite. Therefore, we should keep in mind with whom we're dealing with and use the proper English words according to the situation. Now, if we're talking to someone close, or younger in age, its okay to say "Can you tell me?" But what if the person we're dealing with is very much senior than us, or someone who we respect, or someone not that close? Well, in this case, we can never use the word "Can", instead we have to use "Could". For example- "Could you please tell me?"
Similarly, We cannot use the word "will', say- "Will you tell me?" incase of the people we respect. Rather we should say "Would you please tell me?"
To sum up, we should be careful while talking to respectable people or foreign delegates! You never know how they'll take it
