Topic 1 concerns a ruling by the U.S. Court of Appeals for the Tenth Circuit that law enforcement officers can be constitutionally liable for creating the need to use lethal force. Reference was made to the Jaime Ceballos case, allen v. muskogee, federal civil rights statute, excessive force, fourth amendment, officer husk and qualified immunity. The Tenth Circuit covers the states of Colorado, Kansas, New Mexico, Oklahoma, Utah and Wyoming.
