Previous research has shown that children who grow up in better neighborhoods have systematically better outcomes as adults. This suggests that one way to reduce inequality is to incentivize households to "move to opportunity." But would a large-scale migration of households from low- to high-opportunity neighborhoods actually be effective at reducing inequality?
