Steps: (best accomplished with 2 people)
1. First you need a template. You can make a template for each hole pattern you want to use. Use a hole saw to cut the holes the size in in the locations you need.

You can create a universal template that has holes for all the hole patterns you plan to use. This is what we did.
2. Lay out the fabric in a location that is safe for open flames and secure it so it does not blow away.
3. Place the template at one end.
5. Use a propane torch for burning the holes. This is quick and only needs a low flame.
6. Flip the template end over end to place it in position for the next burning pass.
